Hi Oliver,

doesn't that definition mean that our upstream projects like maven-checkstyle will pull in our *build-time* dependencies and treat them as a *runtime* dependency? Running maven-checkstyle will trigger a download of emma, jdom and velocity where I think it shouldn't.
